L2TP

Layer 2 Tunneling Protocol

A VPN tunneling protocol usually paired with IPSec for encryption.

L2TP creates a tunnel for transporting traffic across a public network but provides no encryption or confidentiality on its own. For this reason it is almost always paired with IPSec, written L2TP/IPSec, so the combination delivers both tunneling and strong cryptographic protection. This contrasts with protocols like the obsolete PPTP, which is considered insecure. Understanding that L2TP supplies the tunnel while IPSec supplies the security is a common exam distinction.
